STOCKTON - Don't try to convince the people of Lathrop the economy hasn't recovered. Older foreclosed homes are at a premium while thousands of new homes are planned and under construction.

Lathrop is about 10 miles south of Stockton and just as Tracy and Mountain House have seemingly recovered from foreclosure crisis, so has Lathrop.

"The economy has changed and homes are selling. The "for sale" signs that were so common five years ago are not common at all," city engineer Glenn Gebhardt said.

Model homes are under construction for the River Islands west of Interstate 5. Over the next 25 years, a projected 11,000 homes will be built, according to the city. That would add about 30,000 people to Lathrop's population.
