
SACRAMENTO, Calif. (AP) -- Democratic gubernatorial candidate Jerry Brown says the state should undertake a major overhaul of higher education and shift money from prisons to public colleges and universities.
Brown posted an eight-page education plan on his campaign website Tuesday, but he fails to provide details for exactly how he would achieve all of his goals.
Brown spokesman Sterling Clifford says the attorney general would pursue cost savings and fight federal court orders that have driven up state spending in the prison system.
As an example, Brown's plan notes that he recently blocked a $8 billion prison-hospital expansion.
Sarah Pompei, a spokeswoman for Meg Whitman, described Brown's record on education as a failure, noting California's per pupil school financing dropped during Brown's first tenure as governor.
