WEST SACRAMENTO, CA - A 17-year-old girl who had been on life support since a Halloween night hit-and-run accident in West Sacramento succumbed to her injuries and passed away Tuesay morning. Jessica Ferrari and a friend identified as another 17-year-old girl were walking on the south side of Sacramento Avenue near Douglas Street while trick-or-treating in West Sacramento Friday night. Around 9:40 p.m. they were hit by a pick up truck, according to West Sacramento police Lt. Tod Sockman. Sockman said the driver of the pickup did not stop after hitting the teens. Another vehicle followed the truck over the I Street Bridge into Sacramento before losing sight. Both girls were hospitalized with major injuries. The friend, however, was expected to recover, Sockman said. Both girls were students at River City High School. Sockman said the driver of the truck, identified as Jennifer Moran, 34, of West Sacramento, turned herself into police around 8:30 a.m. Saturday. Investigators also recovered the truck Moran was driving, which had sustained moderate front end damage. "What she told us this morning was that she didn't even know that she had struck anyone until moments later," Sockman said. "Then it all came to her and it took her all night to figure out what the best thing to do was, and that was to turn herself in." Sockman said Moran did admit having several drinks before the collision. "She stated that she had been out visiting a couple of establishments, a couple of restaurants and that at each one of the restaurants, she had a couple of drinks," Sockman said. "At this point, we don't know that if at the time of the accident she was over the legal limit, but it seems alcohol was a factor in this accident." Moran was booked into the Yolo County Jail on felony hit and run charges and released on $10,000 bail Saturday afternoon. Sockman said Moran was not deemed to be a flight risk and it was still being determined whether vehicular manslaughter charges would also be filed. Moran was not expected to be rearrested before her arraignment next week.
