SACRAMENTO, CA - Indecent exposure arrests and investigations led to two people being federally charged with child exploitation.
Wenyi Xu, 30, of Folsom and Nicholas Robert Bowen, 62, of Grizzly Flat, were arrested on July 10 in Davis. According to the affidavit, Xu was seen approaching 10- to 12-year-old boys in a Davis park, opening her dress and exposing herself to them; Bowen was filming the incidents. They were booked into Yolo County Jail and charges relating to the Davis incident remain on file there.
A further investigation into Xu and Bowen by Yolo County led to federal charges of child exploitation.
According to federal court documents, Bowen and Xu exchanged and shared child pornography between Jan. 1 and July 10. Xu said she meet Bowen a year ago on the light rail, and then started a sexual relationship with him about two to three months later. Xu said Bowen told her he was aroused by sexually explicit photo of 10- to 12-year-old boys. According to court documents, Xu went on to explain Bowen would share child pornography with her via email, text, instant messenger and video chat.
Xu also described going to an elementary school and the Davis park with Bowen, according to court documents. At both locations, Xu would expose herself to young boys while Bowen video tapped the incidents. While at the Davis park, Xu and Bowen were wearing glasses with cameras built into them. When she asked Bowen why he was videotaping, he replied it was so he could get "excited later."
The complaint against Bowen also said he was in possession of child pornography at time of his arrest. On his cell phone, investigators found a folder called "boys" that had sexually explicit photos of prepubescent boys with a woman. A search of Bowen's home uncovered an external hard drive with more child pornography on it.
Investigators also found photos of Xu's toddler-aged daughter in a sexual position on Bowen's phone. According to court documents, Xu sent Bowen photos of herself in sexual positions and sexually explicit photos of her daughter.
The investigation into Xu and Bowen was done by the Davis Police Department, Yolo County District Attorney's Office and Sacramento Internet Crimes Against Children Task Force.
