STOCKTON, CA - Stockton police say they located a 1-month-old baby and her non-custodial mother who is accused of abducting the infant Monday morning.

Officer Joe Silva said the baby, Tierra Vaughn, was found unharmed. The infant was considered at-risk because of her young age.

The mother, 31-year-old Shantesha Fluker, was taken into custody on the 4400 block of Calandria Street in Stockton Monday evening. Fluker was arrested without incident on suspicion of kidnapping, according to Silva.

The little girl was placed into the care of Child Protective Services.

Per the police report, Fluker went to 102 S. San Joaquin Street to see her baby on an unsupervised visit about 9:20 Monday morning. She was holding the infant when she walked through the building lobby and out the front door, not returning, Silva said.
