The Federal Communications Commission is working on a five-step plan for what it calls NG911 - Next Generation 911 to improve 911 service from wireless devices, cellphones and calls placed over the Internet (VoiP).

Two of the biggest issues with the current 911 system from mobile devices is the lack of automatic call location information and the inability of the system to accept emergency texts, pictures or video.

Just two communities: Black Hawk County in Iowa and a pilot program in Durham, North Carolina, can accept 911 text messages.
