MANTECA, CA - California cities may be experiencing tough times because of the state's budget crisis, but Manteca is still finding time and money to enforce animal ownership rules.

Every Thursday, animal control officers spend hours in city parks, making sure leash and license laws are being obeyed.

Officer Les Rowe was in Manteca's Woodward Park checking for unleashed dogs when he discovered two pets that weren't even licensed. The young girls walking the dogs were given citations.

"Most of the time, it's a warning. It depends on the circumstances. When it does become a ticket, they're looking at $300 or $400," said Rowe.

The city stepped up its enforcement of animal rules about six months ago when complaints from residents picked up.  The complaints included reports of dog fights and bites.
