Sacramento sports and entertainment complex cites traffic impact

SACRAMENTO - The Environmental Impact Report on the downtown Sacramento entertainment and sports complex (ESC) was released Monday.

Here are key findings:

Traffic

  • Police traffic control necessary
  • Lane-splitting, road closures, signal re-timing all necessary to ease traffic congestion.
  • Worst intersection: 3rd at J Street, especially between 6 p.m. and 7 p.m. Physical improvements not possible at 3rd and J.
  • Delays could be from one and a half minutes to four minutes in the peak a.m. hours; up to 10 minutes before an event.
  • Traffic will occasionally spill onto freeway.
  • Hope to display real-time updates on Cal Trans highway signs with best travel routes to ESC.
  • Twenty percent decrease in miles traveled to arena (compared to Sleep Train Arena) /p>
  • Estimated 10 percent of ESC users will use mass-transit or walk

Parking

  • On-site -parking reduced from 3,700 spaces to 3,418 spaces.

Noise

  • Construction would generate noise that could interrupt sleep.
  • Mitigation: large sound barriers and wraps to protect nearby buildings
  • Mitigation: limit loud construction to specific hours during day
  • Some noise impacts are "significant and unavoidable".

Damage

  • Demolition has potential to damage Hotel Marshall, Ramona Hotel, Traveler's Hotel and the California Fruit Building.
  • Project falls under SB 743 regulations. A judge can only halt construction for threat to human life or discovery of artifacts.

Emergency response

  • Fire will need additional ambulances to meet increased need.

Economic impact

Evidence suggests "the closure of Sleep Train Arena would unlikely materially affect Natomas businesses or result in in any business closures".
