ELK GROVE, Calif. -  The traffic congestion at Franklin High School and Toby Johnson Middle School has been a problem for quite some time.  The adjacent campuses create a traffic nightmare everyday for parents, students, and staff during pick-up and drop-off times.

In an attempt to reduce the congestion, parents have been told they must pick-up and drop-off their kids at either Bartholomew or Morse Park, which are both within two blocks of the campuses.

Elk Grove police have warned they will be citing parents who do not follow the new rules starting Monday.

The school district gave parents a 30-day grace period leading up to the enforcement of the new traffic rules.
