STOCKTON, CA - Dozens of Stockton residents, some who were protestors, were not allowed inside for the swearing in ceremony of Mayor Anthony Silva Tuesday.
"I just hope Silva does his thing. He can look at things around town and change Stockton," Stockton resident Loummba Rigmaden said.
Silva was sworn in at the San Joaquin County Adminstration Building.
Members of the Oakland Black Panther Party were also on hand hoping to raise the awareness of what they call police brutality the see within the Stockton Police Department.
"The people of Stockton are tired of police terrorism," Black Panther member Shango Abiola said.
Stockton police said despite minor flare up there were no arrests made.
