LOS ANGELES (AP) - A new state report criticizes California's adult education system as a hodgepodge of courses, fees and faculty and recommends that lawmakers completely overhaul the system to make it consistent statewide.

The state Legislative Analyst's Office released the 28-page report on Wednesday, after finding little accountability as to how well community colleges and local school districts deliver adult education and how they spend money on it.

The report found five main deficiencies: an overly broad mission, no clear delineation at community colleges between adult education and college education; inconsistent state rules, little coordination between colleges and school districts and a lack of data and oversight.

The report recommends the system be restructured to form a comprehensive program of adult education throughout the state.
