Police found Lor unresponsive near Tiffany Street and 12th Street around 4 p.m. Tuesday. Medics were able to get Lor breathing again and transport him to the hospital. Silva said Lor was pronounced dead at the hospital hours later.
An officer at the scene spotted a vehicle speeding away and attempted to pull it over. However, the driver continued on and the officer pursued. Silva said two people jumped from the vehicle near Calandria Street and Bianchi Road then ran into the neighborhood nearby.
The driver continued to speed away from police and eventually crashed near Greensboro Way and Cambridge Drive.
Silva said Xiong tried to resist arrest, but a K9 was able to subdue him.
During questioning, detectives were able to identify Xiong as a suspect in Lor's death and arrested him for homicide, Silva said. Xiong is a documented gang member.
Xiong was booked into San Joaquin County Jail.
Lor's death was the 32nd homicide of the year in Stockton.
