Prosecutors claim Daniel Garcia planted the bomb after the tenant failed to clean the apartment upon moving out and did not provide a cable box Garcia claimed was missing.
The bomb exploded and sent shrapnel into an adjacent apartment building but nobody was injured in the explosion.
Garcia was arrested about a month later following an eight-hour standoff with SWAT.
