SACRAMENTO, CA - With more conceal and carry permits being issued in Sacramento County each year, some were concerned after a learning that a shooting suspect got his permit last year.

Richard Bisbee was shot and killed by police after he wounded a California Highway Patrol officer on Highway 99 Sunday evening. He had a conceal and carry for a 9mm, but Bisbee used a different gun in the shooting.

According to Sacramento County Sheriff's Department Deputy Jason Ramos, 1,400 permits were issued in the county in 2011, seven times more than in 2010.

Ramos said there are more applications in this calendar year than in the entire sheriff's department history.

"Despite us receiving unprecedented numbers of applications, for CCWS, we have no way expedited our investigative process with respect to approving or denying them," Ramos said.

Sacramento County Sheriff Scott Jones said he would be issue more concealed weapons permits when he ran for the position.

"We are extremely concerned about this development," spokeswoman for the Brady Campaign for Preventing Gun Violence Rebecca Gonzales said. "We don't' want to have more guns in the community, especially not concealed weapons."
