SACRAMENTO, CA - State workers knew this was coming, but that didn't make it any easier to swallow or understand.

Gov. Jerry Brown introduced his 12-point pension reform program Thursday and some fear it will hurt all of us, whether we're state workers or not.

"If he wanted to disappoint the labor force, mission accomplished," California Retirement Security Steve Maviglio said. "People were attracted to state jobs because of good benefits and pension plans but with the cuts people are not going to fill our state jobs."

Many people questioned why can't changes be made now and why do the changes just apply to new employees?

A lot of the parameters in the proposal accommodate many state workers' labor agreements.

Brown said he took the plan as far as he believed he was legally able to. Part of the plan will require a vote of the people, that's if it makes it out of the legislative process.
