Stockton detectives ID suspect in murder of bicyclist

STOCKTON, CA - Stockton police detectives are looking for the man they allege executed a bicyclist on a central Stockton street in broad daylight Tuesday afternoon.

Officer Pete Smith with the Stockton Police Department says Joseph Cruz was shot in the head and chest with a sawed-off rifle on the 2600 block of N. Street. The gunman road away on a bike in the direction of south Sutter Street.

The investigation has led to the identification of Luciano Mejia as the shooter, Smith said. The suspect known to keep a sawed-off rifle in a black backpack, which witnesses reported seeing, according to Smith.

Mejia is 31; Hispanic; 6 foot, 5 inches and 280 pounds. He has brown hair and brown eyes. His arms are heavily tattooed.

Smith said Mejia may be affiliated with gangs. He is considered armed and dangerous and has ties to south Stockton. Investigators have learned he has also been seen in the Oak Park area of town.

Ortiz' killing was the sixth one in Stockton boundaries in nine days.
